This scene occurs just outside Vermillion City. Team Rocket gets captured by a gang of squirtles who don't trust humans. Meowth convinces Jessie and James to pretend they're his obedient pets to trick the squirtles into trusting them. To prove this, Meowth orders Jessie to suck him off. She grudgingly plays along with this scheme.
