This scene occurs if you talk to the girl in the Viridian City poke-center. She has no pokeballs, but gets an idea to use her Jugglypuff to sing pokemon to sleep so she can catch them. When you find her, she's the one who's been put to sleep, and the surrounding pokemon are taking advantage of her. She then wakes up completely oblivious to the fact that anything happened.
